Is bowling speed more significant in Test cricket or limited-overs formats?

There is a role of bowling speed in both the formats, but its effect differs. In the limited-overs competitions, particularly in the T20s, the raw speed can overwhelm a batsman and make them take a false shot. But in Test cricket, speed is good, but it should be augmented by swing, seam and stamina. Dale Steyn, Glenn McGrath and other fast bowlers were not necessarily the fastest ones, but they were deadly with their accuracy. Conversely, Mitchell Starc is just one example of bowlers who apply raw pace quite well in all formats.
